"fr" => "Des efforts importants sont bien souvent réalisés par les experts afin de rendre plus lisibles leurs rapports, et ainsi de permettre aux uns et aux autres d'en intégrer le contenu. Mais ces efforts ne sauraient suffire à créer des concertations ouvertes dans lesquelles les différentes rationalités peuvent s'exprimer et sont prises en compte. Pour ceci, non seulement les expertises doivent-elles être rendues plus accessibles, mais s'agit-il aussi de reconnaître la légitimité des interventions de certains acteurs qui appréhendent le terrain des projets à travers l'expérience particulière qu'ils en ont, non formaisée, non généralisable, en partie implicite, et toujours affective. La reconnaissance de telles expériences ne va pas de soi. C'est pourquoi elle nécessite une formation de l'ensemble des acteurs impliqués dans le processus de concertation. Le CD Rom de formation "La Francilienne" répond à ce besoin de formation."
"en" => "Experts often go to great lengths to simplify the compehension of their reports and facilitate the integration of report contents. Yet these efforts remain insufficient from the standpoint of nurturing and framing an open debate on public policy issues that encompasses a variety of rationale and perspectives, all with justifiable claims to be taken into consideration. For this reason, expertise and expert proncouncements must be made more accessible, amidst an underlying need to give legitimacy and credibility to the breadth of actors involved in the policy-making process. The author stresses the value of creating a training program in how to go about opening the public debate: this learning process should not only include knowledge acquisition, but an in-depth reflection on our approach to social interaction as well. Such training in the techniques of shaping and fostering public debate is not to be based on a model striclty focused on upholding the virtues of expertise inthe formal sense. "La Francilienne" CD Rom is an answer to this training need."

"fr" => "L'article développe l'utilisation du Cd Rom La Francilienne, simulation d'un processus de concertation publique sur un projet autoroutier. Le Cd Rom permet non seulement d'enseigner les concepts et méthodes classiques de négociation et médiation, mais aussi d'aborder deux dimensions fondamentales des processus de décision publique en environnement et aménagement : le conflit et la créativité. Les étudiants ont l'opportunité d'expérimenter ces deux dimensions en cours, puis d'en discuter, dans un contexte quasi-réel. Ces expériences et discussions les conduisent à des changements personnels conceptualisés dans le cadre des théories de l'espace transitionnel d'une part et de l'apprentissage par l'expérience d'autre part."

Atteignent-elles leurs objectifs de démocratisation locale et d'aide à la décision finale des élus ? Peuvent-elles servir de modèles en France ? Le cas du processus de consultation publique sur le projet de gestion des déchets de la ville de Montréal est exemplaire (transparence, indépendance, pluralisme et rigueur méthodologique). L'auteur évalue ce processus "de l'intérieur", en accédant à l'expérience de ses participants. Elle montre comment ils s'approprient les règles de la procédure. Il apparaît que les participants eux-mêmes ne souhaitent pas le débat public, symbole de démocratie. Le lecteur pourra suivre la démarche de recherche qui, chemin faisant, a mené à la construction d'un modèle interprétatif du processus."

Pourtant, peu d'auteurs se sont intéressés à cette dimension des concertations, souvent plutôt conçues comme des processus d'apprentissage sans lien avec la décision finale. Nous proposons d'utiliser le concept d'espace traditionnel, créé par le psychanalyste Donald Winnicott, pour analyser la dimension créative de plusieurs concertations en France et au Québec. Cette approche nous permet de formuler des propositions d'amélioration des processus."

Cependant, jusqu'à présent, le concept de créativité n'a pas été utilisé dans les approches traditionnelles de ces processus de décision. Il l'a été, mais de manière insatisfaisante à nos yeux, dans des approches connexes. Nous proposons dans cet article une nouvelle conceptualisation de la créativité, inspirée de l'œuvre de Winnicott, psychanalyste et pédiatre anglais. Cette conceptualisation est illustrée dans deux contextes différents, le Québec et la France, dans lesquels plusieurs cas sont analysés."

"fr" => "Ce dossier spécial a réuni cinq articles d’auteurs français, néerlandais et états-uniens qui se sont penchés sur un thème peu traité dans le champ de la négociation : l’apport potentiel des simulations de négociations à la recherche et à la pratique. Chaque article a développé une analyse approfondie d’expérience(s) de simulations complexes. Dans cette conclusion, je vais soulever une dimension abordée de manière plus ou moins explicite et directe dans ces articles, soit la sécurité psychologique des participants aux simulations. Il ne va donc pas s’agir ici d’une synthèse du dossier spécial mais plutôt d’une mise en lien des articles dans une problématique particulière."

Nous basant sur la théorie des groupes de Bion, nous définissons deux niveaux d'analyse des groupes : le groupe de travail et le groupe de base. Nous montrons, à travers l'étude d'un cas, que la prise en compte de ces deux niveaux d'analyse et de leurs tensions permet d'améliorer les processus de médiation et de facilitation."

Le débat public en soi n'est alors pas synonyme de démocratie."

On verra que les groupes ont tendance à adopter certaines dynamiques contre lesquelles le médiateur ou facilitateur, s'appuyant sur un cadre de référence, devra lutter. La conceptualisation proposée, qui s'appuie sur la théorie des groupes de W.Bion, sera illustrée par trois expériences de facilitation, deux dans le champ de la démocratie locale, la troisième dans celui de l'enseignement de la concertation."

"fr" => "La communication présentait une recherche visant à proposer une démarche d'évaluation d'un processus de consultation publique. Nous nous sommes basée sur l'étude du cas du processus de consultation mis en place par la ville de Montréal en 1991-1992 sur un projet de gestion des déchets l'engageant pour vingt ans. La méthodologie de recherche était basée sur l'appréhension des expériences vécues par quelques participants au processus à travers une observation participante à l'audience publique, des entrevues non-directives, puis semi-directives de validation. Des synthèses successives des résultats ont permis de construire un modèle systémique du processus de consultation à partir duquel son évaluation a pu être réalisée."

Le premier niveau définit les rôles et places des négociations et médiations dans le processus de décision. Le second en précise les acteurs, leurs intérêts et leurs stratégies évolutives. On voit que le processus est caractérisé par des phases de négociations parallèles et successives à des phases de conflit violent. Ces négociations ont été officielles ou officieuses."

"fr" => "Les processus de consultation publique sur des projets d'aménagement du territoire constituent des offres institutionnelles de démocratisation locale et d'aide à la décision des élus sur les projets soumis à consultation. Ces offres institutionnelles sont souvent critiquées quant à leur incapacité réelle à ouvrir un débat public entre leurs participants et à créer un processus d'apprentissage collectif entre eux. La procédure de consultation publique mise en place par la ville de Montréal en 1988 présentait des garanties d'accessibilité et d'équivalence formelle des positions des intervenants du public. Pourtant, on verra, à travers l'analyse d'un processus en action, que le débat public n'a pu y prendre place : non seulement il n'était pas facilité par les règles de procédure, mais les participants eux-mêmes ne le souhaitaient pas."

"fr" => "Dans un précédent article sur l'évolution de la formation au management en France (Takagi et de Carlo, 2000), nous avons mis en évidence la convergence du contenu et des structures des programmes de cinq des principales institutions de formation au management en France. Ce premier article était basé sur des données issues d'archives et de documents, et utilisait l'approche néo-institutionnelle pour comprendre les courants d'évolution de la formation au management en France. Il identifiait le besoin de données plus qualitatives sur les institutions étudiées pour mieux saisir ces courants. Dans ce papier, nous avons donc choisi de nous centrer sur les changements internes aux organisations que nous étudions, à un moment précis de l'histoire de leur champ organisationnel. En particulier, nous avons noté dans notre précédent article que de nouveaux acteurs sont apparus dans ce champ à la fin des années 60. Ces acteurs sont apparus en même temps qu'un événement historique majeur en France, Mai 68, qui a eu un profond impact social, politique et économique. Notre objectif, dans cet article, est double: comprendre comment les acteurs-membres de ces organisations ont vécu cette période, et, grâce à cela, identifier des liens potentiels entre l'évolution du champ organisationnel de la formation au management en France à cette époque et les événements de mai 68, de même qu'avec l'identité de chaque organisation. Les résultats montrent l'émergence d'éléments-clés des changements qui ont eu lieu dans la formation au management à cette période, changements qui ont conduit à une plus grande convergence vers le modèle nord-américain de formation au management. Ces éléments ne proviennent pas seulement de l'environnement institutionnel des organisations, ni du modèle technico-économique nord-américain, mais ils sont aussi une conséquence de la localisation de ces organisations, de la présence ou non d'un leader charismatique à leur tête, de même que des événements de Mai 68."
"en" => "In a former paper on the evolution of management education in France (Takagi and de Carlo, 2000), we highlighted the convergence of both the content and structure of programs in five key institutions dealing with management education in France. The first paper was based on archival and documentation research primarily using the neo-institutional approach to understand trends in the evolution of French management education. It identified the need for more qualitative data on the institutions studied to better understand these trends. In this paper therefore, we have chosen to focus on the change within the organizations we are studying, at a particular time in the history of this organizational field. In particular, we noticed in our first paper that new actors had appeared in this field at the end of the 1960's. These actors appeared concurrently to a major historical event in France, May 1968, which had a profound social, political and economic effect. Our goal in this paper is two fold, to understand how the actors-members of these organizations (professors, assistants, students, members of the administration) lived through this period, and by doing so to identify possible connections between the evolution of the organizational field of French management education at this time and the events of May 68, as well as the identity of each organization. The picture that emerges identifies specific key elements of the changes that took place in management education at the time, that lead to a greater convergence towards the North-American management education model. These elements are not only the result of the institutional environment of the organizations and the technical and economic model created by the United States at the time, but also are a consequence of the location of these organizations, the presence or absence of a charismatic leader among them, as well as the historical events of May 68."

"fr" => "Des médiateurs, les " correspondants de nuit ", ont été recrutés par des municipalités françaises dans le but de réduire la violence dans les quartiers grâce au dialogue avec les habitants et par l'apport d'une aide dans leur vie quotidienne. Les correspondants de nuit semblent pouvoir réduire les incivilités, c'est à dire les comportements non respectueux qui se multiplient actuellement dans les quartiers en difficulté. Comme le montre le cas de la ville de Cergy (située à une trentaine de kilomètres de Paris), les correspondants de nuit répondent aux attentes des habitants (qui souhaitent qu'on leur porte autant d'attention qu'aux immeubles dans lesquels ils vivent) et à celles des jeunes considérés comme fauteurs de trouble (qui souhaitent être respectés et ont besoin d'être rassurés) . Ces résultats ont émergé de deux enquêtes menées par les étudiants de deux séminaires conduits par l'auteur à l'ESSEC, Cergy. Si la recommandation de recruter des correspondants de nuit n'a pas été encore suivie, plusieurs décisions ont été prises par les bailleurs sociaux et les autres acteurs publics concernés, dans le but de réduire la violence urbaine par le dialogue grâce à des procédures de médiation. Ceci constitue un autre résultat significatif des séminaires. Tout d'abord, comme on le verra, un des principaux problèmes dans la lutte contre la violence urbaine tient dans la difficulté des acteurs publics à travailler ensemble. Et, dans ce cas, 18 bailleurs sociaux, plusieurs services urbains, de même que des représentants des autorités de police et de justice ont travaillé ensemble. Ensuite, à travers leurs décisions, ils ont promu la médiation, ce qui traduit une nouvelle vision commune de la problématique de la violence urbaine."
"en" => "Sorts of mediators, named "night correspondents", have been hired by French municipalities in the aim of interacting with the inhabitants and reducing violence in the neighborhoods using dialogue and daily help (in repairing things in particular). Night correspondents seem to be especially appropriate to reduce incivility, i.e. daily non respectful behaviors, which are growing a lot these years in tough neighborhoods. As the case of the city of Cergy ( a city 30 kilometers from Paris) will demonstrate, night correspondents respond to the expectations of the inhabitants (which are to be taken care of, as well as the buildings in which they live) and those of the youth considered to be troublemakers (which are to be respected and reassured). These results emerged from two surveys conducted in Cergy by students of two seminars run by the author at ESSEC business school. Although the recommendation of hiring night correspondents has not been followed yet, several decisions have been taken by the social lessors and other public actors in the neighborhoods aimed at reducing violence using dialogue through mediation processes. And these constitute another significant result of the seminars. First, as we will see, one of the main problems in fighting against violence in neighborhoods in France stems from the difficulties public actors have in working together. And, in this case 18 social lessors, several Town Hall services, representatives of the police and justice authorities worked together. Second, through their decisions, they have promoted mediation, which implies a new common vision of the problematic situation."

"fr" => "Le processus de décision sur le TGV Méditerranée s'est déroulé de 1989 à 1994. Le train devait relier Lyon à Marseille en une heure au lieu de deux. Contrairement aux premiers projets TGV, pour lesquels le processus de décision n'avait pas posé de problème majeur, celui-ci a suscité de violentes réactions dans la région Provence-Alpes-Côte d'Azur. Ce conflit et les procédures mises en œuvre pour le résoudre ont servi de base à la conception de deux textes officiels définissant la consultation publique sur de grands projets d'aménagement en France. Le processus de décision, exposé dans cet article, est analysé en termes de négociation selon une grille à deux niveaux. Cette grille permet d'utiliser les concepts de négociation, tels que définis aux Etats-Unis, dans le contexte français, où l'Etat définissait traditionnellement l'Intérêt Général. On voit que le conflit et le dialogue entre les parties ont été intimement liés et pratiquement indispensable l'un à l'autre pendant le processus."
"en" => "The TGV (Very High Speed train) Méditerranée decision process took place between 1989 and 1994 in France. The train was to link Lyon to Marseille in one hour instead of two. Contrary to initial TGV projects, where decision processes were unfolded without any major problems, the Provence-Alpes-Côte d'Azur region reacted violently against this TGV initiative. The conflict and the procedures used in the problem solving process would later serve as a real model for two official texts defining public consultation on important planning projects in France. The decision process exposed in this paper will be analyzed in terms of negotiation according to a two-level analytical grid. This grid allows us to use negotiation concepts developed in the United States, within the French context, in which the French State used to define the General Interest. We will see that the conflict and the dialogue between parties have been closely linked and almost indispensable to one another during the entire process."

"fr" => "Community energy (CE) features as one amongst the many novel forms of grassroots innovation that seek to foster sustainability via citizen-led local-level initiatives. The burgeoning research on CE has thus far paid little attention to the role of trust in shaping the conditions of success of CE organisations. Moreover, to the extent that ecological economics has addressed the role of trust in environmental and sustainability policy, it has done so by mainly focusing on the virtues of interpersonal or institutional trust in facilitating environmentally less harmful behaviour at individual, community and national levels. Ecological economics has paid little attention to the complex interaction between different types of trust, and to the potential virtues of mistrust and distrust. To help fill these research gaps, this article first develops a conceptual framework for analysing trust, mistrust and distrust in CE activities, and then illustrates the concepts via an exploratory empirical case of the two CE organisations active in the city of Brighton and Hove, UK. The findings highlight the usefulness of distinguishing between mistrust and distrust; the centrality of the ideological dimension of trust, mistrust and distrust; and the virtues of distrust towards the dominant players in motivating and driving CE activity."

"fr" => "Ecrit avant la crise du Covid-19, cet article rend compte de l’originalité de la pensée de Laurent Mermet dans le champ de la négociation et de la concertation en environnement. Disparu le 16 juin 2019, il a développé une approche originale et stimulante de ces négociations et concertations, laquelle fait référence à des concepts issus de la psychanalyse et du management souvent conçus comme inconciliables. De plus, alors que les recherches en négociation et concertation se concentrent sur leur dimension collaborative, il a mis en exergue leur dimension adversative. Laurent fut également critique par rapport aux récentes alarmes environnementales. Son analyse est discutée, sachant que, si elle se révèle intellectuellement stimulante pour beaucoup, elle est aussi susceptible de provoquer de l’anxiété pour certains. Une proposition dans le champ de l’enseignement des enjeux de la protection de la biosphère [1] est ensuite élaborée afin d’éviter une anxiété potentiellement paralysante pour les étudiants. Enfin, l’intérêt des travaux de Laurent Mermet comme source de réflexion et de vigilance pour l’action est souligné."

To explore the complex relationships between participation and various dimensions of trust and mistrust, this article develops a framework of analysis distinguishing between specific and diffuse forms of institutional trust and mistrust, and illustrates its relevance via two case studies of urban and transport planning in Finland and Sweden. We explore the dynamic coexistence of mistrust towards the specific planning organisations in charge of the projects with the strong ‘diffuse’ trust in the generic institutions of representative democracy and Nordic planning. The proposed approach can help harness mistrustful civic vigilance for deliberative purposes."
