      "fr" => "Les processus de décision publics en aménagement et en environnement, en particulier, doivent être créatifs afin de résoudre les conflits " intraitables " auxquels ils donnent lieu. Cependant, jusqu'à présent, le concept de créativité n'a pas été utilisé dans les approches traditionnelles de ces processus de décision. Il l'a été, mais de manière insatisfaisante à nos yeux, dans des approches connexes. Nous proposons dans cet article une nouvelle conceptualisation de la créativité, inspirée de l'œuvre de Winnicott, psychanalyste et pédiatre anglais. Cette conceptualisation est illustrée dans deux contextes différents, le Québec et la France, dans lesquels plusieurs cas sont analysés."
      "en" => "Public decision processes in planning and environment, in particular, should be creative in order to solve the frequent intractable conflicts that they cause. However, up to now, the concept of creativity has not been used in traditional approaches of public decision processes. It has been used in connected approaches, but in an unsatisfactory manner. We propose in this paper a new conceptualization of creativity, inspired by Winnicott's psychoanalytical work. This conceptualization is illustrated in two different contexts, Quebec and France, where several cases are analyzed."
