The goal of this paper is to investigate the impact of the new weapon procurement system of the Pentagon on the performance of the firms composing the industrial basis of American defense. After describing the regulatory change, we show by an original econometric estimation that its short-run impact on firms’ profit margins is negative , this result corroborates the predictions of several theoretical models. In the long-run, this new managed competition leads to restructuring of firms.
