      "fr" => "The law on sex between minors is more often than not poorly known and practically never taught. Legislators have disregarded the subject. This is regrettable because youth and sexuality are not mutually exclusive. It is a subject which is of concern to specialists other than lawyers – psychologists, psychiatrists, sexologists and more generally those in education and training. More specifically, freely consented sex between minors does not feature in the penal code, the latter being mainly concerned with relations between adults and minors. An adult must not have sexual relations with a minor aged fifteen years, and it is in this sense that French law stipulates (rather audaciously) that the age of consent is fifteen years (whereas the age of criminal and civil responsibility is eighteen)."
