Negotiation is a powerful tool in a decision process. In organizational settings, it is not realistic today to decide without negotiating. In order to open a space of creativity, parties will take the time of defining the negotiation frame and its rules. The RATP example shows the usefulness of a clear definition of the negotiation frame and rules.
