Abstract
New modern territories, i.e. agglomerations and countries, have been defined by the Voynet and Chevènement laws, relying on intermunicipal cooperation.These territories have known contrasted economic paths. Success factors rely on the quality of services, the rate of executives, engineers and students, the access to the territory by high-speed transportation. But these factors should be supported or compensated for by a local governance around a project in the making if they are insufficient.
