Information systems (IS) project failures are mainly due to errors in the early phases of IS life cycle. One major reason results from misunderstanding of user requirements. This paper describes an approach to evaluate quality. This approach can be customized and integrated into the IS development process. It takes into account the quality aspects in the early phases of IS design in order to deliver specifications easy to understand, complete and meeting requirements. The paper also describes a tool environment which implements this approach. The tool helps the designer in evaluating and improving the IS Quality. It can be integrated in the main CASE environments.
