Abstract
There is an apparent paradox in the reliance on information systems and supporting information technologies on the one hand and the status of the information systems function on the other. IS/IT are apparently critical to the success of the business. Yet the information system function is often considered as a secondary activity. This paper assesses this paradox through an in-depth survey of four large organizations and draws conclusions about the necessary cultural changes to make IS/IT more effective.
