The paper considers "total quality management" (TQM) as an administrative innovation following ideas developed by the American researcher Cole. The diffusion of this innovation in France is sketched by outlining the way different actors at the state and sector level have developed and together come to constitute different agencies for the transmission of a specifically French managerial discourse on TQM.
