Abstract
It is time for Europe to establish its resources across the board to adapt to the challenges presented by globalization. The increasing competition between companies causes major groups to develop legal and economic strategies that can lead to delocalized activities. The creation of an internal EU market pulls back the scope of national intervention. The question that globalization asks of Europe is whether it can protect its businesses against unwanted takeovers by outside companies, yet give these enough access to maintain and develop domestic and international competitiveness.
