Population-level Learning and the Evolution of IT Outsourcing Decisions

In this paper, I contend that there has been a progressive refinement of IT outsourcing since the mid-1980s. Specifically, I propose that the evolution and progressive refinement of IT outsourcing practices can be attributed to population level learning.
