The human resources function must identify, for each of its four great missions, its main client. The general manager wants a strategic partner, managers expect someone capable of providing guidance during periods of change, employees look for a champion of their cause and all demand an efficient administrative expert. HR activities are classified according to two criteria: stakes and credibility. The definition of an action plan then follows.
