Abstract
This paper gives an analysis of the progressive ideas of the E.U., but also of its limits, and makes a comparison between some Constitutional drafts written by study groups before the Inter-Governmental Conference of 1996. The latter should lead to institutional arrangements and encourage thinking on the aims of the European Union.
