Abstract
Economic calculations applied to simulations of alternative locations for firms in eastern Germany and Ireland, show from a restricted sample, the lack of efficiency of public incentives due to the importance of classical location factors. The question of the cost and efficiency of public policies for the location of activities is thus discussed.
