Abstract
Lobbying, a tool or a threaten for the democracy? Brussels has become the focal point for the “lobbyists”. They are becoming increasingly influential. These interest and pressure groups represent national or international economic, social and cultural stakeholders from the public or private sector determined to play a part in the decision-making process. They have become precious contacts for European institutions that encourage their involvement. Therefore, it is important to think about the way to regulate the conditions of this interface between citizens and the players in the European circle and moreover to ask the same question at a national scale. Important differences remain from one State to the other about the way lobbying is shown: tool of a better democracy of deviancy of it.
