Abstract
In 1986, the creation of the “Conseil de la Concurrence”, an independent administrative authority, under the control of the Appeals Court of Paris, raised some eyebrows. What is the relationship between competition law, criminal law and civil law ? How is the institutional arrangement for the control of competition consistent with the policy objectives assigned to competition law ?
