The IGC, which will begin in March 1996, should attempt an in-depth reform of the European Union's decision process. Close to a second Maastricht summit, this conference will seek to improve the efficiency of proceedings which are currently blocked. Member States often have conflicting views on European Union when dealing with technical issues. The aim is to reach a compromise based on common interests.
