Following the widening of permissible fluctuation rates negotiated in Brussels, most observers believed that France would have changed its monetary policy. This is not what happened. Instead of lowering short-term interest rates, the French government has maintained its objective of a stable franc-mark rate. This article analyses the means which can be used in order to achieve this objective.
