The Brussels' Commission plans to invest 120 billion ecus over six years in order to fight unemployment in Europe.This article shows that public investments cannot, in general, accomplish such an objective. Indeed by allocating resources less efficiently than the private sector would, governments may actually contribute to a rise in unemployment.
