Abstract
The planning and the history of the new town of Val-de-Reuil illustrate the evolution of the French national policy in city and regional planning. Since the late sixties, the conception of this new town relied upon the “processes,” rather than a master plan, of local democracy and environmental awareness, i.e. a 21st century vision of planning.
