      "fr" => "S'appuyant sur un cas de processus de consultation publique en aménagement urbain, l'article montre que les procédures de consultation ne sont pas seules responsables de la limitation du débat public : les différents acteurs concernés, non seulement élus et aménageurs, mais aussi habitants, associations et entreprises, peuvent ne pas souhaiter s'engager dans un débat contradictoire. Le débat public en soi n'est alors pas synonyme de démocratie."
