Abstract
The principles of management by responsibility centers seem simple and attractive. Their implementation, which remains very limited in the public sector in France reveals different questions and choices that must be made: Which flexibility in objectives? Which equilibrium is there to find between individual and collective responsibility? Which differenciation is there to make between individual performance evaluation and learning from action results? Rather than a ready-made model, management by responsibility centers appears as a construct which has to be tailor-made according to each specific content.
