Abstract
Research was presented which aims at proposing an approach for evaluating public consultation processes, making reference to a case study involving the City of Montreal in 1991-1992 for a proposed twenty-year waste management project. The research methodology was based on the experiences of several participants in the consultation process. Their experiences were analysed through first-hand observation at the public hearings, open-ended interviews and semi-directed interviews to validate the obtained information. Synthesis of the results allowed us to build a systemic model of the public consultation process. This model was used to evaluate the process.
