Abstract
The question of mutual access to international procurement contracts questions the capacity of the European Union to remain at a relevant level within the framework of a globalized economy. Having adopted an opening posture, while confronted with reluctances on behalf of business partners as to the opening of their own markets, the Commission proposes an instrument allowing the restoration of a certain reciprocity which, despite of inadequacies, must be read as a step towards a reorientation of the commercial policy of the EU and, for this, deserves to be supported.
