Abstract
Public consultation processes in urban or regional planning are institutional procedures built with the aim of democratizing public life and helping the elected officials to reach final decision on the project submitted to consultation. The City of Montreal’s public consultation procedure, conceived in 1988, offered guaranties of accessibility and formal equity to the public. But public debate didn’t take place not only because of the bureaucratic aspects of the procedure but also because the participants were reluctant to take part in public debate, partly subconsciously.
