Business Location and Optimality in France and in Europe

This paper is based on research exploring the best location in Europe for forty-five industrial firms that were located in Europe during the eighties and nineties. Two questions are considered. Is the concept of optimal location still relevant ? Are public policies efficient ? Clear answers are given to these questions.
