Abstract
We explore, from the inside, the interactions between the participant of a particular public consultation process organized within the framework of the city of Montréal’s procedure. We show that a public debate failed to take place not only because of the bureaucratic aspect of the procedure but also because the participants were reluctant to take part in public debate, partly unconsciously.
