An econometric analysis of the dynamics of the 100 largest French cities allows the authors to reveal the main factors which the local public policies can influence. The implementation of these policies are then integrated in a simulation model reflecting the attractiveness of a city on households and firms. The principles and main equations of the model are explained in the last part of the paper.
